Instructions

Make the Meat Filling:

  1. In a large mixing bowl, combine the ground beef, chopped onion, flour, chili powder, salt, pepper, paprika, cumin, and garlic powder.
  2. Heat vegetable oil in a large skillet or Dutch oven over medium-high heat.
